Defect Description

Ford Motor Company (Ford) is recalling certain 2013-2018 Lincoln MKT and Ford Flex and Taurus vehicles with the Police Interceptor or SHO Performance Pack. The rear suspension toe links may fracture due to stress on the rear suspension.

Consequence

A fractured rear toe link will cause a sudden change in vehicle handling and increase the risk of a crash.

Remedy

Ford will notify owners, and dealers will replace the rear suspension toe links, free of charge. Remedy parts are not currently available. Owners were notified about the recall on March 3, 2020. Consequence

A loss of power to the fuel pump will cause the engine to stall or prevent the vehicle from starting, increasing the risk of a crash.

Remedy

Speed control cable damage

On June 21, 2013, Ford initiated Customer Satisfaction Program 13B04 to address a concern with Speed Control Cable damage in certain model year (MY) 2000 through 2003 Taurus and Sable vehicles equipped with 3.0L 4V Duratec engines and built at the Chicago assembly plant.In the dealer letter for the ... program, Ford indicates that the Speed Control Cables on affected vehicles may be susceptible to damage or becoming partially disconnected during under hood vehicle maintenance (e.g., replacing a battery or changing the air filter) and that a damaged Speed Control Cable could interfere with the throttle's full return to idle when the accelerator pedal is released.Ford's program instructs dealers to inspect the Speed Control Cables and replace any with any portion of either collar retention tab missing.Dealers will install a Collar Reinforcement Clip at the Speed Control Cable collar in all vehicles. Figure 1 shows the location of the Speed Control Cable in the engine compartment and the proximity of the battery and air filter.The failure mode of the cable assembly is associated with the plastic collar used to secure the cable to a bracket near the throttle body (Figure 2).Damage to one or both retention tabs used to secure the cable ferrule within the collar may allow the ferrule to become disconnected from the collar when the throttle is opened during accelerator pedal application.Additional examples of Speed Control Cables with damaged collar retention tabs and partial ferrule displacement are shown in Figures 3 through 5.If the displacement pulls the ferrule completely out of the collar, the ferrule end may contact the face of the collar when the accelerator pedal is released and the throttle is returning to idle (Figure 6).This results in a throttle stuck at approximately 26-29% open.Testing conducted at NHTSA's Vehicle Research and Test Center found that brake booster vacuum may become depleted, resulting in reduced brake effectiveness, if the brake is applied repeatedly when the throttle is stuck at this position.Drivers who experienced this condition have reported being surprised that the engine speed did not drop as expected and in some cases misjudged the degree of braking required to slow the vehicle.Some drivers reported difficulty in braking the vehicle and responded by shifting to neutral or turning the engine off.One minor crash occurred when the vehicle contacted a roadside fence post after the driver responded to the stuck throttle by shifting the car to neutral, turning the engine off and coasting to the side of a roadway with no shoulder, resulting in approximately $400 damage to the vehicle.There were four crashes reported which were attributed to increased stopping distance caused by the increased engine power and/or reduced brake effectiveness, including two of the complaints to ODI.In one crash reported to ODI (VOQ 10516101), the subject vehicle allegedly hit the back end of a truck at approximately 40 mph causing about $2000 damage.In the other crash complaint to ODI (VOQ 10501834), the subject vehicle side-swiped a vehicle as the driver was unable to stop in time and attempted to maneuver around a line of vehicles stopped at a traffic light.When the tow truck driver subsequently started the incident vehicle, the engine was still racing and it was verified that the Speed Control Cable ferrule was stuck on the collar.After further investigation, ODI does not consider the crashes reported in VOQs 10456249 and 10159399 to be related to the Speed Control Cable problem.Read more

Preliminary Evaluation (PE)12-005 was opened to investigate allegations of speed control cables detaching from the throttle body and subsequently interfering with the throttle closing fully to the idle position in model year (MY) 2005 and 2006 Ford Taurus vehicles.The speed control cable, throttle b... ody attachment arm (?nail head?) for the speed control cable, cable mounting bracket and cable routing for the MY 2005 and 2006 Ford Taurus are common to all MY 2004 through 2006 Ford Taurus and Mercury Sable vehicles equipped with either the 155 HP 3.0L 2-valve Vulcan engine or the 200 HP 3.0L 4-valve Duratec engine (the ?subject vehicles?). Figures 1 and 2 show the throttle body cam and speed control cable installed and a cable interference condition caused by contact between a detached cable and the ?nail head.?Ford?s assessment of the condition in incident vehicles noted that the interference conditions produced tended to be short in duration as the cable end tended to dislodge itself from the throttle body due to vibration, road loads or engine roll in addition to tapping the acceleration pedal.Ford inspected three incident vehicles and measured maximum throttle openings of 5.8% to 14.9%, resulting in engine speeds ranging from 1600 to 2200 rpm with the transmission selector in Drive.A Ford stack-up analysis of the speed control cable length from the attachment bracket to the throttle body indicated a maximum theoretical throttle opening of 16.4% that could result from the alleged defect. Engineers at the NHTSA Vehicle Research and Test Center (VRTC) inspected an incident vehicle to evaluate throttle positions and engine speeds that could result from the alleged defect and performed brake testing of a vehicle with the throttle stuck at the worst case throttle opening that could result from the condition.The VRTC vehicle inspection noted that, depending on the orientation of the detached cable end, the amount of throttle opening that could result from interference by a detached speed control cable end varied from 4.8% to 11.3%.VRTC brake testing of a MY 2006 Taurus with a Vulcan engine and the throttle held open at 16% found that, even with multiple brake applications, sufficient vacuum was available for the brake booster assist and the brake pedal efforts required to stop the vehicle did not increase significantly from normal operating conditions. ODI?s analysis of 100 complaints related to the alleged defect found that drivers were generally able to free the interference condition or safely brake to a stop without incident.Approximately one-third (32) reported that the stuck throttle condition was corrected with no action or by tapping the accelerator pedal while the vehicle was still moving, another third (34) reported braking to a stop with the vehicle in Drive prior to correcting the condition, and the remaining third (34) reported that the driver responded to the incident by shifting to Neutral before stopping the vehicle.One complaint alleged that stuck-throttle type symptoms caused the vehicle to pass partially through a traffic light and into an intersection before stopping, however,ODI was unable to contact the owner to verify the cause or relationship to the alleged defect condition.ODI has not identified any crashes related to the alleged defect.
