Remedy: DEALERS WILL INSTALL A FUSED WIRING HARNESS. OWNERS OF THE PASSENGER CARS INCLUDED IN THIS CAMPAIGN WILL BE INSTRUCTED TO RETURN THEIR VEHICLES TO THEIR DEALERS TO HAVE THE SPEED CONTROL DEACTIVATION SWITCH DISCONNECTED AS AN INTERIM REPAIR. AS SOON AS REPAIR PARTS ARE AVAILABLE (EXPECTED OCTOBER 2007), OWNERS WILL BE INSTRUCTED TO RETURN TO THE DEALERS FOR INSTALLATION OF A FUSED WIRING HARNESS. VEHICLE DESCRIPTION: PASSENGER VEHICLES. THE SPEED CONTROL DEACTIVATION SWITCH CAN DEVELOP A RESISTIVE SHORT IN THE ELECTRICAL CIRCUIT THAT COULD POTENTIALLY RESULT IN AN UNDERHOOD FIRE. A FIRE IS POSSIBLE BOTH WHEN THE VEHICLE IS RUNNING AND WHEN THE VEHICLE ENGINE IS OFF. ALSO, THE SHORT COULD DISABLE THE SPEED CONTROL SYSTEM OR CAUSE THE BRAKE LIGHT FUSE TO OPEN.
Remedy: DEALERS WILL INSTALL A NEW SPEED CONTROL DEACTIVATION SWITCH AND CONNECTOR SHELL. OWNER NOTIFICATION BEGAN MAY 20, 1999.

VEHICLE DESCRIPTION: CERTAIN 1996-1999 FORD CROWN VICTORIA POLICE, FLEET, NATURAL GAS, AND 1996-1999 LINCOLN TOWN CAR LIMOUSINE VEHICLES THAT WERE PRODUCED WITH A LOWER CONTROL ARM BALL JOINT CONTAINING A ONE PIECE BEARING; AND 1990-1996 FORD CROWN VICTORIA POLICE, FLEET, AND NGV VEHICLES AND 1990-1996 LINCOLN TOWN CAR LIMOUSINE VEHICLES THAT HAVE BEEN SERVICED WITH EITHER A BALL JOINT CONTAINING THE ONE-PIECE BEARING OR A FRONT LOWER CONTROL ARM CONTAINING A BALL JOINT WITH A ONE-PIECE BEARING. THE ONE-PIECE BEARING WITHIN THE LOWER CONTROL ARM BALL JOINT CAN WEAKEN SLOWLY DURING USE AND EVENTUALLY CRACK. THIS COULD RESULT IN SEPARATION OF THE BALL AND CAP OF THE JOINT, ALLOWING THE CONTROL ARM TO DROP TO THE GROUND.

THE CAR HAD BEEN DRIVEN ON A TRIP OF APPROXIMATELY 450 MILES AND WAS THEN PARKED IN OUR DRIVEWAY WHERE IT SAT WITHOUT BEING ENTERED, CRANKED OR DRIVEN FOR 2 WEEKS. THERE WAS A RECALL FOR THE 1991 LINCOLN TOWN CAR PERTAINING TO THE SAME ISSUE; HOWEVER, HIS YEAR WAS NOT INCLUDED. THE CONTACT BELIEVES THAT SINCE THE FAILURES ARE IDENTICAL, HIS VEHICLE SHOULD BE INCLUDED IN THE RECALL. THE MANUFACTURER REFUSED TO REIMBURSE HIM OR INCLUDE HIS VIN IN THE RECALL DUE TO THE MILEAGE. HE BELIEVES THERE MAY BE MORE 1992 MODELS WITH THE SAME FAILURE. THE VEHICLE HAD BEEN PARKED FOR 5 DAYS. THE CRUISE CONTROL HAD STOPPED WORKING A WEEK BEFORE THE OWNER HAD LEFT FOR VACATION. THE OWNER HAD PLANNED ON CHECKING THIS AFTER HE RETURNED. THE OWNERS WERE OUT OF TOWN WHEN THIS HAPPENED. THERE IS A FIRE INVESTIGATION AND REPORT. THE FIRE DEPARTMENT DID CONFIRM THAT THE FIRE STARTED IN THE FRONT LEFT ENGINE AREA. THERE WERE NO PRIOR PROBLEMS WITH THE ELECTRICAL SYSTEM BEFORE. THE VEHICLE IS A TOTAL LOST. THE FIRE DEPARTMENT DID NOT GIVE THE OWNERS ANY OTHER INFORMATION ON THE REPORT; THEY ONLY GIVE THE REPORTS TO THE INSURANCE COMPANIES. THE VEHICLE DROVE FINE BEFORE THE FIRE INCIDENT. DT: HAD JUST PARKED CAR IN DRIVEWAY AND CAR WAS TURNED OFF. 15 MINUTES LATER THERE WERE 4 EXPLOSIONS AND THE CAR HAD BLOWN UP, AND HOUSE CAUGHT ON FIRE. THERE WAS NO INDICATION THAT THERE WAS ANY KIND OF PROBLEM. THERE WERE NO SIGNS OF ANY PROBLEMS. CONSUMER TALKED THE DEALER TODAY, AND THEY SAID THERE WAS A RECALL ON THE CRUISE CONTROL ACTIVATION SWITCH, RECALL 99S15. NO RECALL NOTICE WAS RECEIVED BY THE CONSUMER..NO RECALL NOTICED RECEIVED!!! DEALER SAID THAT EVEN IF THE CAR WAS TURNED OFF FOR 3 MONTHS THE CAR COULD STILL BLOW UP BECAUSE OF THE ELECTRICAL CURRENT STILL RUNNING THROUGHOUT THE CAR. THE CAR WAS JUST SERVICED FOR A TUNE UP AND OIL CHANGED, AND WAS JUST ALIGNED. ALSO, TWO FRONT NEW TIRES WERE CHANGED. THIS CAR WAS IN TIP TOP SHAPE. THE CONSEQUENCE OF NOT RECEIVING THE RECALL NOTICE RESULTED IN THE LOSS OF A VEHICLE, AND A BURNT HOUSE. THIS WAS THE ONLY VEHICLE THAT THE CONSUMER OWNED. THE RECALL WAS ISSUED IN 1999, AND CONSUMER NEVER RECEIVED THIS NOTICE. *AK

THE CONSUMER WAS UNABLE TO PUT THE VEHICLE INTO GEAR. AFTER CONTACTING A MECHANIC, WHO CAME OVER, HE CHECKED THE FUSES AND REPLACED THEM. VEHICLE CAUGHT ON FIRE WHILE PARKED IN THE GARAGE ATTACHED TO THE HOUSE. LOCAL FIRE DEPARTMENT ARRIVED TO EXTINGUISH THE FIRE. IT DID CAUSES PROPERTY DAMAGE TO THE HOUSE. A FORD REPRESENTATIVE/FIRE DEPT. REPRESENTATIVE, AND THE INSURANCE INVESTIGATOR AGREED THAT THE FIRE WAS CAUSE BY AN ELECTRICAL SHORT.*AK

1992 LINCOLN TOWN CAR WAS DRIVEN FROM MY HOME TO THE POST OFFICE AND BACK TOTAL MILEAGE .03 MILES. TOTAL RUN TIME OF VEHICLE ABOUT 5 MINUTES. SHUT CAR OFF WENT INTO THE HOUSE, 1 HOUR LATER CAR CAUGHT FIRE COMPLETE LOSE OF CAR, DAMAGE TO HOUSE AND A STORAGE SHED. *JB

1992 LINCOLN TOWNCAR SIGNATURE EDITION. CAR PARKED IN CARPORT 4PM THURSDAY AFTERNOON, ENGINE BURST INTO FLAMES 5AM FRIDAY MORNING. CAR COMPLETELY DESTROYED, CAUSING MAJOR DAMAGE TO CARPORT.

WHILE DRIVING AT 30 MPH ENGINE DRIVE BELT FELL OFF. AS A RESULT, STEERING BELT FELL OFF, AND CONSUMER LOST CONTROL. *AK
MY REAR AIR SUSPENSION LIGHT CAME ON AND THE CAR DROPPED ALL THE WAY TO THE GROUND. IT IS NOT COMING BACK UP!!!

THE VEHICLE WAS TAKEN TO THE DEALER FOR RECALL #99V124000 REPAIRS CONCERNING SPEED CONTROL SWITCH IN JUNE 1999. DEALER DID NOT HAVE THE PARTS AVAILABLE. DEALER DEACTIVATED THE SPEED CONTROL AS A TEMPORARY SOLUTION UNTIL THE PARTS WERE AVAILABLE. THE OWNER WAS NEVER NOTIFIED. THE OWNER CONTACTED THE DEALER ON 6/30/03. DEALER HAD NO RECORD OF THE RECALL OR ANY REPAIRS DONE TO THE VEHICLE. DEALER WAS REFUSING TO DO ANY REPAIRS. CONSUMER REQUESTED A CALL BACK.*AK

I WAS DRIVING MY 1992 LINCOLN TOWNCAR WHEN SUDDENLY THE FRONT DRIVER'S SEAT FLEW UP FROM THE FRONT, NEARLY CAUSING AN ACCIDENT. UPON EXAMINATION, I DISCOVERED THE BOLTS ON THE FLOOR WHICH ATTACH TO THE STEEL HOUSING OF THE SEAT WERE NO LONGER ATTACHED. AT FIRST I THOUGHT IT WAS A BOLT PROBLEM, BUT UPON FURTHER EXAMINATION DISCOVERED THE STEEL HOUSING UNDER THE SEAT PAD COVER WHICH THE BOLTS ATTACH TO HAD RIPPED OPEN, RELEASING THE BOLTS. *NLM

FOR PAST 4 TO 5 YEARS, IN HOT WEATHER (CAR ENGINE NOT RUNNING HOT ON GAUGE) WHEN DRIVING FOR SOME TIME, GAS FUMES BECOME VERY VERY PERSISTANT IN THE PASSENGER COMPARTMENT WHEN STOPPED AT STOP LIGHT, EVEN WITH THE WINDOWS DOWN. YOU CAN HEAR A BOILING SOUND FROM THE GAS TANK. WHEN PUT CAR IN THE HOME GARAGE IT IS REALLY BAD. WHEN RELEASE THE GAS CAP SLOWLY IT HAS SIGNIFICANT PRESSURE AND KEEPS RELEASING PRESSURE FOR A LONG TIME. THE GAS IS BOILING. I HAVE ASKED THE LINCOLN OF MANY OCCASIONS ABOUT THE SMELL AND HAVE HAD IT CHECKED AGAIN JUST RECENTLY AND THEY FIND NOTHING WRONG AND JUST SAY TO KEEP GAS TANK FULL IN THE SUMMER. I FEEL THIS IS A SAFETY PROBLEM AND SEEMS TO HAVE GOTTEN WORSE IN THE PAST TWO YEARS. *AK
