Food Recalls by State
Which U.S. states have the most FDA food safety recall activity? Data from 28,679 FDA recall records.
The FDA records the state where the recalling firm is located for every food recall action. This data reflects where the recalling company's primary operation or headquarters is based — not necessarily where the recalled product was distributed or consumed. States with large food manufacturing industries (California, Texas, Illinois) naturally appear more frequently in recall records.

State reflects the location of the recalling firm, not the distribution area of the recalled product. Products may have been sold nationwide regardless of the firm's home state.
Why State Data Matters for Food Safety
Food Manufacturing Concentration
The United States food manufacturing industry is heavily concentrated in certain states. California has the largest agricultural output and a massive food processing sector, which is reflected in its leading position in recall records. The Midwest — particularly Illinois, Wisconsin, Michigan, and Minnesota — is home to major dairy, meat processing, and packaged food companies. Understanding where food is produced helps consumers and public health officials track contamination patterns.
Distribution vs. Origin
When a food product is recalled, the recalled items may have been distributed to all 50 states regardless of where the firm is headquartered. The distribution pattern is listed separately in FDA recall records and often indicates nationwide or multi-state distribution. If you're checking whether a recalled product reached your area, look at the distribution pattern in the individual recall record rather than the firm's home state.
Frequently Asked Questions
California leads in food recall records primarily because it is the largest agricultural producer in the United States, accounting for about 13% of all U.S. farm output. The state has an enormous food processing sector including produce, dairy, nuts, wine, and specialty foods. More food companies naturally means more recall events. Additionally, California has some of the strictest state-level food safety regulations in the country, which may lead to more proactive recalls as companies self-identify and report issues to avoid state enforcement actions.
The firm's home state does not directly affect the risk to consumers — what matters is whether the recalled product was sold in your area. Most Class I food recalls (the most serious) involve products with nationwide distribution. When checking a specific recall, always review the distribution pattern listed in the recall notice, which will specify which states or retail channels received the recalled product. If the distribution pattern shows your region, take immediate action regardless of where the company is located.
The FDA works closely with state departments of agriculture and public health through the Integrated Food Safety System (IFSS). Under this program, state inspectors can conduct FDA-mandated inspections of food facilities on behalf of the federal agency, dramatically increasing the number of facilities that can be inspected annually. When a contamination outbreak is identified by a state health department — often through the CDC's foodborne illness surveillance system — the FDA is notified and typically coordinates the recall. This federal-state partnership is essential for rapid response to food safety incidents.
Yes — click "Browse" next to any state in the table above to view all FDA food recalls where the recalling firm is located in that state. You can also use the Browse All Recalls page and apply filters by state, year, or classification. Keep in mind that filtering by firm state shows where the company is based, not where the product was sold. For recalls that affected your local area, you may need to check the individual recall notice for the distribution pattern.
