An employee was closing a bin door when a chain attached to the bin became caught on a 4-feet x 8-feet x 3/4-inch sheet of steel plate that was leaning against the wall behind him. When he pushed to close the bin door, the chain pulled the steel plate onto his left lower leg, causing a compound fracture.
