Pipeline operators are required by federal law to report all significant incidents to the Pipeline and Hazardous Materials Safety Administration (PHMSA). Larger operators with more pipeline miles under operation naturally appear more frequently in incident data. A high incident count for an operator reflects both the scale of their operations and the historical performance of their system. Incident rates normalized per pipeline mile provide a more meaningful safety comparison between operators of different sizes.

About PHMSA Pipeline Incident Reporting

What Must Be Reported

Federal regulations require pipeline operators to report incidents to PHMSA when they result in a death or hospitalization, release of hazardous liquid or gas that causes property damage above a threshold amount, an unintentional estimated cost of property damage of $50,000 or more, or any emergency shutdown of a liquefied natural gas facility. Operators must submit an initial report within 30 days of the incident and a final report within 30 days after concluding their investigation.

Regulatory Oversight

PHMSA oversees the safety of over 2.7 million miles of pipeline in the United States, including natural gas transmission and distribution lines, hazardous liquid pipelines, and LNG facilities. Operators are subject to federal safety regulations covering design, construction, operation, maintenance, and emergency response. PHMSA conducts inspections, reviews operator safety programs, and can impose civil penalties and corrective actions when violations are found. State pipeline safety programs assist with oversight of intrastate pipelines under agreements with PHMSA.
