"THE STATION WAS NOT RUNNING, THE PUMP INBOARD SEAL STARTED LEAKING. THE PUMP SUCTION AND DISCHARGE VALVES WERE CLOSED AND THE PUMP WAS LOCKED AND TAGGED OUT. APPROXIMATELY 1 BARREL OF REFINERY GRADE PROPYLENE (RGP) WAS RELEASED."
