THE PRIMARY CASUE OF THE RELEASE WAS BECAUSE THE INTERNAL ROOF DRAIN PIPING OR HOSE INSIDE THE TANK DEVELOPED A LEAK. THE SECONDARY CAUSE OF THE RELEASE WAS BECAUSE THE EXTERNAL HYDROCARBON SENSING AUTOMATICE CLOSURE DEVICE DID NOT FUNCTION, ALLOWING PRODUCT TO ESCAPE FROM THE TANK. THE TANK WILL BE TAKEN OUT OF SERVICE, EMPTIED, CLEANED, THOROUGHLY INSPECTED AND THE INTERNAL ROOF DRAIN PIPING OR HOSE REPAIRED OR REPLACED.
