TECH WAS LAUNCHING PIG AT HIGHWAY 148 STATION, UPON REALIGNING VALVES HE FORGOT TO SHUT THE DRAIN VALVE WHICH OVERFILLED THE SUMP AND RAN CRUDE OIL ON THE GROUND. REVIEWED PROCEDURE WITH OPERATOR.
