THIS IS AN IDLE PIPELINE. THE CITY OF FULLERTON'S CONTRACTOR WAS REMOVING A TREE STUMP AJACENT TO OUR PIPELINE IN ORDER TO DEVELOPE A BIKE PATH. THE CONTRACTOR WAS WORKING UNDER AN EXPIRED ONE CALL TICKET. THEY HAD SUBMITTED A TICKET IN JUNE FOR THE ENTIRE PROJECT, BUT THE TICKET HAD EXPIRED PRIOR TO PROJECT COMPLETION. THE PIPELINE WAS MARKED IN JUNE WHEN THE TICKET WAS INITIALLY SUBMITTED. THERE WAS NO NEW TICKET SUBMITTED FOR THE WORK DONE IN AUGUST AND THERE WAS NO USE OF HAND TOOLS.
