THIS RELEASE WAS DUE TO OPERATOR ERROR. A PLAINS EMPLOYEE FAILED TO CLOSE THE PIG RECEIVER RELIEF VALVE, DURING MAINTENANCE ACTIVITY, CAUSING A RELEASE OF CRUDE OIL.
