A WINK STATION OPERATOR DISCOVERED A SMALL POOL OF OIL OUTSIDE THE DIKE OF TANK 1 WHILE CONDUCTING HIS VISUAL INSPECTION. TANK 1 AND THE OUTLET LINE HAVE BEEN PHYSICALLY REMOVED.
