THIRD-PARTY CONTRACTOR WORKING ON BEHALF OF THE STATE HIGHWAY AUTHORITY INSTALLING CABLING FOR TRAFFIC CAMERAS DAMAGED TEXAS GAS SERVICE (TGS) 8-INCH HIGH-PRESSURE STEEL DISTRIBUTION MAIN WHILE HORIZONTAL DIRECTIONAL DRILLING (BORING). THE TGS PIPELINE WAS LOCATED OUTSIDE OF THE HORIZONTAL LIMITS OF THE CONTRACTOR'S ONE-CALL TICKET AND WAS THEREFORE NOT LOCATED.
