"FIELD PERSONNEL DISCOVERED A DARK SPOT IN THE ROAD WHICH HAD AN AMMONIA ODOR. NOTIFIED OPS CONROL, WHO SHUT DOWN THE LINE FOR AN INVESTIGATION EVENT. UPON EXCAVATION THE DETERMINATION WAS MADE THAT THERE WAS A PINHOLE IN THE GIRTH WELD. FEATURE WAS REPAIRED WITH A SLEEVE. THE NRC WAS NOTIFIED, HOWEVER, THIS RELEASE DID NOT MEET PHMSA CRITERIA FOR NOTIFICATION."
