"A THIRD PARTY CREW PERFORMING DEMOLITION WORK IMPACTED THE PHILLIPS 66 SEMINOE PIPELINE WITH A 6"" X 3"" I-BEAM AT A LOCATION ABOUT 1.5 MILES NORTH OF SINCLAIR, WYOMING, RESULTING IN A SPILL OF DIESEL FUEL. PHILLIPS 66 PERSONNEL SHUT DOWN AND BLOCKED IN THE PIPELINE SEGMENT AND MADE THE APPROPRIATE REGULATORY NOTIFICATIONS."
