THE 500T VALVE WAS OPENED WHICH ALLOWED CRUDE TO FLOW TO THE GLOBE VALVE DESIGNED TO CONTROL DOWNSTREAM PRESSURE TO THE METER RUN AND TANK. DUE TO MANUFACTURING DEFECT THE PACKING ON THE GLOBE VALVE FAILED CAUSING A LEAK. THE GLOBE VALVE THAT WAS LEAKING WAS REPLACED AND THE LINE WAS RETURNED TO SERVICE.
