WHILE METER PROVING A CLAMP FAILED TO HOLD CAUSING THE HOSE TO BLOW OFF; SPILLING CRUDE OIL. CONTRACTOR CONTACTED WPC. MCCC DISPATCHED A VAC TRUCK AND CRUDE OIL WAS PUT INTO TANKAGE.
