THE RELEASE WAS DISCOVERED DURING THE COURSE OF HYDROTESTING THE PIPELINE. A SMALL CRACK WAS DISCOVERED AS PART OF THE TEST. EMPCO DISCOVERED SOIL IMPACTED WITH HYDROCARBON IN THE AREA OF THE TEST FAILURE.
