APPROXIMATELY 2 BBLS OF CRUDE OIL WERE RELEASED DUE TO FAILURE OF A FLANGE GASKET, AS A RESULT OF LOOSE BOLTS. PLAINS BELIEVES THE LOOSE BOLTS WERE A RESULT OF IMPROPER INSTALLATION DURING CONSTRUCTION. PLAINS INSTALLED A NEW FLANGE GASKET AS WELL AS NEW BOLTS.
