MPL PERSONNEL NOTICED A SHEEN IN AN EXCAVATION ADJACENT TO A NEW MANIFOLD THAT WAS UNDER CONSTRUCTION. A BURIED VALVE FLANGE WAS FOUND TO BE LEAKING UPON EXCAVATION DUE TO A GASKET FAILURE.
