MANIFOLD PIPING WAS BLOCKED IN DURING TANK CLEANING OPERATION. BLOCKED IN SECTION OF LINE BUILT PRESSURE DUE TO SUN/HEAT EXPANSION. A PRESSURE GAUGE ON THE BLOCKED IN SECTION OF LINE FAILED CAUSING OIL SPILL.
