CONTRACTOR EMPLOYEE WAS DRAINING WATER FROM A TANK BERM. ONE OF THE BIDIRECTIONAL LINES TO THE TANK FAILED AND RELEASED CRUDE OIL INTO THE BERM. CRUDE EXITED THE BERM THROUGH THE DRAIN VALVE.
