6 INCH VALVE AT MP 11 ON THE POWDER RIVER NGL LINE WAS OBSERVED WITH A STEM PACKING LEAK BY A P66PL CONTRACT EMPLOYEE WHO WAS PERFORMING A DEPTH SURVEY ON THE LINE. LEAK WAS ESTIMATED TO BE 14.8 GALLONS. COLD WEATHER CAN CAUSE STEM PACKING TO CONTRACT SLIGHTLY WHICH CAN CAUSE THE STEM SEAL TO LEAK SLIGHTLY. WEATHER HAD BEEN UNUSUALLY COLD FOR THE AREA, WHICH LIKELY CONTRIBUTED TO THE CAUSE. TO CORRECT THE SITUATION, P66PL EMPLOYEE INJECTED ADDITIONAL COLD WEATHER VALVE PACKING MATERIAL AND TIGHTENED PACKING INJECTION BOLTS STOP THE LEAK. NO CHANGES TO SUPPLEMENTAL REPORT.
