TANK 268 WAS BEING BROUGHT BACK INTO SERVICE POST API 653 REPAIRS. UPON INITIAL FILL, SAMPLE SPIGOT WAS LEFT PARTIALLY OPEN. EMPLOYEE PERFORMING WALK-A-ROUND INSPECTION SAW VALVE PARTIALLY OPEN AND CLOSED IT. SOIL WAS REMEDIATED.
