Incident Narrative

DELEK CREW PATROLLING THE RIGHT OF WAY IDENTIFIED A SMALL LEAK ON THE TALCO TO LONGVIEW 8"" LINE NEAR PITTSBURG, TX. EVIDENCE OF THE LEAK WAS FOUND IN DRY CREEK WHICH THE LINE CROSSES. THE LINE HAD ALREADY BEEN DOWN WITH NO PRESSURE OTHER THAN HYDRAULIC HEAD. A PINHOLE LEAK WAS FOUND ON THE EXPOSED PIPE SECTION WHERE THE LINE CROSSES DRY CREEK. AN ESTIMATE TOTAL VOLUME OF 7 BARRELS WAS RELEASED AND RECOVERED. A PLIDCO SLEEVE WAS INSTALLED UNTIL THE LINE CAN BE PURGED AND THE CROSSING CAN BE REPLACED. THE CAUSE OF THE RELEASE WAS DETERMINED TO BE EXTERNAL CORROSION UNDER DISBONDED COATING.
