ON 07-07-2022 THE CONTROL CENTER RECEIVED A CALL FROM A MEMBER OF THE PUBLIC (JERRY) GIVING NOTICE HE OBSERVED A BLACK LIQUID ON THE SHOULDER OF AIRPORT DR AND MERLE HAGGARD DRIVE, BAKERSFIELD, CA. AT THE TIME THE CRIMSON PIPELINE IN THE AREA CSFM #0420 12K140 WAS NOT OPERATIONAL BUT AS A PRECAUTION THE VALES UPSTREAM AND DOWNSTREAM WERE CLOSED. CRIMSON CONTROL CENTER DISPATCHED OPERATIONS TO FIELD VERIFY THE SITUATION. THE FILED VERIFIED THE PRESENCE OF OIL ON THE DIRT SHOULDER OF MERLE HAGGARD DRIVE. OSRO'S WERE DISPATCHED TO THE RELEASE LOCATION. AT THE TIME THE OCC DID NOT RECEIVE ANY LEAK ALARMS OR OBSERVED ANY SIGNIFICANT PRESSURE DROPS OR IMBALANCES ON CSFM #0420 LINE SEGMENT.
