A 4"" STEEL HIGH PRESSURE DISTRIBUTION LINE WAS STRUCK BY A TRACKHOE WHILE DIGGING A NEW AGRICULTURAL DRAINAGE DITCH CAUSING DAMAGE TO THE LINE. DAMAGE RESULTED IN 1709 CUSTOMER OUTAGES. FARMER FAILED TO NOTIFY THE ONE CALL CENTER BEFORE EXCAVATING.
