"ON NOVEMBER 9, 2019 A THIRD PARTY CONTRACTOR RUPTURED THE PIPELINE WHILE DRIVING PILE INTO THE GROUND. THE CONTRACTOR HAD BEEN NOTIFIED OF THE 8 INCH TRANSMISSION PIPELINE IN THE EASEMENT AND IGNORED THE OPERATORS REQUEST FOR A SAFETY WATCH. THE CONTRACTOR WAS PERFORMING WORK OUTSIDE OF THEIR LOCATE TICKET REQUEST AT THE TIME OF THE DAMAGE."
