A CONTRACTOR DAMAGED A 10"" STEEL MAIN WITH A TRACKHOE WHILE IN THE PROCESS OF DIGGING A PROPOSED RETENTION POND. THE CONTRACTOR DID NOT CONTACT THE ONE-CALL CENTER FOR THE AREA BEING EXCAVATED.
