A CONTRACTOR INSTALLING A LARGE DIAMETER WATER LINE STRUCK A 6"" HIGH PRESSURE TRANSMISSION GAS LINE WITH A BACKHOE. THE DAMAGE RESULTED IN 3,229 CUSTOMER OUTAGES. THE USE OF MECHANIZED EQUIPMENT IN THE TOLERANCE ZONE & EXCAVATOR FAILED TO SUPPORT AND PROTECT FACILITIES.
