"THE VENT FOR THE FISHER REGULATOR THAT SUPPLIES POWER GAS TO THE ESD SYSTEM WAS FROZEN, CAUSING THE ESD POWER GAS SYSTEM TO PRESSURE UP. THIS CAUSED THE ESD BLOWDOWN STACK TO OPEN BUT DID NOT HAVE ENOUGH PRESSURE TO CLOSE THE UNIT DISCHARGE SIDE GATE VALVE CAUSING MAINLINE PRESSURE TO VENT THROUGH THE ESD BLOWDOWN STACK UNTIL IT WAS MANUALLY CLOSED."
