THIS INCIDENT IS THE RESULT OF AN ELECTRICAL ARCING PROCESS INITIATED BY ELECTRICITY FROM A DOWNED POWER LINE.A REPORT ISSUED ON DECEMBER 26, 2012 BY THE WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION, PREPARED AFTER ITS INVESTIGATION, HAS A NARRATIVE DESCRIPTION OF THIS INCIDENT.
