CONTRACTOR WAS SPREADING DIRT WITH DOZER AND GOUGED A 6"" STEEL LINE. THE DIRT IN THE AREA WHERE WORK WAS BEING DONE WAS WET, MUDDY, AND SOFT AND THE DOZER SUNK INTO A 6"" STEEL LINE.
