An employee was pre-stressing (stretching) cable for precast concrete light poles. The jack used to stress the cable slipped and one cable recoiled and struck a second cable. The employee went to retrieve the jack and the second cable recoiled and struck his leg. He sustained a severe laceration to the left thigh.
