An employee was standing on the ground between flatbed trailers. He lifted a load of steel to shoulder height to remove a hook. The load shifted and fell on him, knocking him to the ground underneath the other trailer. The employee was struck in the right shoulder and knee, and the load landed on his foot. The employee sustained a fractured foot.
