Two employees on a scissor lift were doing electrical work outside the building. The lift moved from a concrete surface to a gravel surface, lost balance, and tipped. The employees fell from the lift to the gravel. One employee was hospitalized due to a fractured skull, swelling of the brain, and loss of consciousness. The second employee sustained minor injuries and was not hospitalized.
