An employee was operating a concrete buggy and was transporting concrete. As the employee was driving the buggy up the parking garage ramp the buggy stalled. The employee stepped off the buggy and the buggy then rolled back, crushing the employee's ankle against some cast iron pipe that was being stored near the location.
