An employee was on a ladder inside a house attaching strapping to the exterior door frame. The employee stepped on a guard rail and the rail came loose causing the employee to fall 11 feet from the ladder out of the opening and land in a frozen snow bank. The employee struck his head on the frozen ground and suffered head trauma and fractured vertebrae.
