An employee was moving a 4-foot by 3-foot steel plate from a table to the floor in preparation for shipment. A plate clamp and crane were being used for hoisting. While the plate was being lifted off the table, it swung into the employee, then moved to the floor, striking the employee's right shin/ankle/foot.
