A utility terrain vehicle had driven off a maintenance road and had been attached to a winch. The backlashed winch line tightened when the payout control was engaged, pinching an employee's left index finger against the vehicle's bumper. The finger was lacerated and suffered nerve damage that necessitated a partial medical amputation.
