Incident Narrative

An employee was removing a tarp/cover from a container to unload cargo from the container. While standing on top of the cargo the employee reached for a tool while bracing himself against the cover ribs. The employee fell from the cargo to the bottom of the container and then fell from the container to the floor below. The employee sustained a fractured C2 vertebrae.
