An employee was attempting to troubleshoot and repair a compressor blower in the rail yard and removed a filter using a hex head wrench. His left hand was inside the filter housing's air intake shaft when his middle fingertip came in contact with rotating rotors, resulting in a partial amputation of the left third distal phalanx. The compressor blower was not locked/tagged out at the time of the incident.
