Incident Narrative
An employee was hanging plywood to the exterior of an apartment building. The employee was straddling a guardrail and was leaning past it when it swung outwards and the employee fell approximately 11 feet out of a wall opening onto a concrete patio. The employee was wearing a harness and a lifeline, but it failed to arrest his fall. Both of the employee's knees were fractured and his chin and right hand were lacerated.
