Incident Narrative
An employee was flagging traffic on the west side of a jobsite on the east-bound lane. He was standing behind the cones in the lane ahead of the trucks that had flashers on. The other flagger had just changed from the "slow" to the "stop" position for traffic to let cars pass from west toward the east. As the employee released from "stop" to "slow" for traffic going east, a car struck him. He suffered two fractures to his lower legs, a broken clavicle, broken ribs on his right side. and an abrasion to the back of his head.
