Incident Narrative

An employee was working on the ground, backfilling a sidewalk with hand tools. When a nearby excavator operator reached to close a window, the operator's knee struck the bucket control lever. This caused the bucket that was resting on the ground to extend and strike the left foot of the employee who was working on the ground.
