AT 4:30 ON 02/27/2022, ET PERSONNEL WERE NOTIFIED BY A PRODUCER THAT THEY OBSERVED A SHEEN NEAR ETS 30-INCH PIPELINE LOCATED AT WC 550 BLOCK. A CALL WAS PLACED TO THE NRC BY THE PRODUCER (NRC #1329846). ET PERSONNEL ARRIVED ONSITE AND CLOSED THE UPSTREAM VALVE AT 5:00 PM. THE DOWNSTREAM VALVES WERE CLOSED AT 5:10 PM ISOLATING THE PIPELINE. AN OVERFLIGHT WAS ACCOMPLISHED ON 02/28/22 AT 10:15 AM. ONCE THE LINE WAS CONFIRMED TO BE ETCS PIPELINE, ETC PLACED A CALL TO THE NRC (NRC# 1329873) AND THE 48 HOUR NOTIFICATION WAS MADE ON 03/01/2022 AT 1304. THE REPAIRS ON THIS 30-INCH LINE ARE STILL PENDING DUE TO THE DEPRESSURIZATION PROCESS. THE DEPRESSURIZATION STARTED ON 3/1/22 UTILIZING A DEPRESSURIZATION VESSEL AND ARE CURRENTLY STILL IN THE PROCESS OF DEPRESSURIZING THE 30-INCH LINE TO A SAFE WORKING PRESSURE FOR THE DIVE COMPANY SO THEY CAN BEGIN REPAIR. SINCE THE BEGINNING OF THE DEPRESSURIZATION PROCESS, THE DEPRESSURIZATION VESSEL HAS HAD TO DEAL WITH INTERMITTENT HIGH SEAS AND STRONG WIND CONDITIONS MAKING THE DEPRESSURIZATION OPERATIONS UNABLE TO SAFELY PROGRESS. THE CREWS HAVE HAD TO RUN INTO PROTECTED WATERS SEVERAL TIMES. REPAIRS ON THE LINE WILL COMMENCE ONCE THE LINE HAS BEEN SAFELY DEPRESSURIZED. OPERATIONS WILL CONTINUE TO SCHEDULE OVERFLIGHTS FOR MONITORING AS WEATHER ALLOWS. ***07/13/22 UPDATE: POOR OFFSHORE WEATHER CONDITIONS AND LACK OF AVAILABILITY OF RESOURCES TO MOBILIZE HAVE PROLONGED IDENTIFYING AND REPAIRING THE LEAK. ON MAY 29, 2022, DSV ARRIVED ON LOCATION AND DURING DEPRESSURIZATION THE MAIN JET PUMP FAILED, DSV CONTINUED WITH A SMALLER BACK-UP SYSTEM UNTIL A TENDER(OPERATOR) ON THE DSV INJURED HIS ARM BY PLACING IT IN A PINCH POINT (ARM WAS BRUISED NOT BROKEN). DSV RETURNED TO DOCK TO OBTAIN NEW PUMPS AND RETURN TO THE SITE AND BEGAN DIVING OPERATIONS. ONCE THE DSV ARRIVED BACK ON LOCATION, THE CREW FOUND THE LEAK ON JUNE 2, 2022. IT WAS LOCATED ON A FIELD JOINT AT THE 5:30 POSITION (SMALL PINHOLE). ON JUNE 6, 2022, AN ERROR WAS MADE WHILE THE CONTRACT DIVERS WERE INSTALLING A LEAK CLAMP. THIS ERROR REQUIRED THE REMOVAL OF THE NEWLY INSTALLED CLAMP. DSV RETURNED TO DOCK TO PROCURE A REPLACEMENT CLAMP AND IS AWAITING THE AVAILABILITY OF ANOTHER DIVE VESSEL TO CONTINUE WITH THE REPAIR OPERATIONS. ET WILL CONTINUE TO MAKE OVERFLIGHTS UNTIL THE REPAIRS ARE COMPLETE. ***08/12/22 UPDATE: CLAMP WAS INSTALLED AND PRESSURE INTRODUCED TO THE 30-INCH LINE.
