I AM WRITING YOU TODAY IN REGARD OF A RECALL FOR MY 1999 VOLVO S80'S ETM (ELECTRONIC THROTTLE MODULE). IN 2006, THERE WAS A CLASS ACTION LAWSUIT IN WHICH VOLVO AGREED TO EXTEND THE WARRANTY OF THE ETM TO 10 YEARS OR 200,000 MILES. I HAVE OWNED THE CAR FOR ABOUT A YEAR AND BOUGHT THE CAR FROM MY FATHER. MY FATHER OWNED THE CAR SINCE 2007, AND HAD FRUSTRATINGLY SPENT A TOTAL OF APPROXIMATELY $7,0

HE NEVER RECEIVED NOTIFICATION OF THIS RECALL AND WOULD HAVE UNDOUBTEDLY MADE THAT REPAIR KNOWING THE PART WAS RECALLED AND THERE WAS A STRONG LIKELIHOOD THE PART WAS DEFECTIVE. THE END OF AUGUST, 2010 THE STEERING WHEEL STARTED SHAKING WHEN THE BRAKES WERE APPLIED SO THE CAR WAS RETURNED HCAS TO BE CHECKED ON MONDAY NIGHT, SEPTEMBER 6, 2010. HCAS HAD AMPLE OPPORTUNITY TO MAKE THE NECESSARY REPAIRS AND/OR CORRECTIONS BUT SHOWED NO INTEREST IN RESOLVING THIS SAFETY ISSUE. AS A RESULT, THE VEHICLE WAS TAKEN TO LOCAL VOLVO DEALER'S SERVICE DEPARTMENT TO HAVE NEW VOLVO BRAKE ROTORS AND PADS INSTALLED. AT MY REQUEST, THE VOLVO DEALER KEPT THE BRAKE ROTORS AND PADS INSTALLED BY HCAS. IT TURNED OUT THE BRAKE ROTORS WERE NOT THE CORRECT SIZE (SMALLER) FOR THE VEHICLE NOR WERE THEY VOLVO MANUFACTURED REPLACEMENT BRAKE ROTORS OR BRAKE PADS. HCAS MADE BRAKE REPAIRS ON OTHER CONSUMER'S VOLVO XC-90S BUT BLAMED THE INCORRECT FRONT ROTOR DIAMETER ON THEIR WHOLESALE DISTRIBUTOR'S CATALOG ERROR. IN ADDITION, NOT HAVING A DIM POSES MANY, OBVIOUS SAFETY HAZARDS, SUCH AS SPEEDING, CAR BREAKING DOWN ON THE ROAD, ETC. ALSO, I WAS TOLD BY THE VOLVO MECHANIC THAT DRIVING THE VEHICLE WITHOUT A FUNCTIONING DIM COULD PREVENT MY AIRBAGS FROM DEPLOYING. FINALLY, I NOTICED THAT MANY OWNERS WERE REPLACING THE DIM'S WHICH IS LEADING TO A NUMBER OF CARS THAT DO NOT SHOW CORRECT MILEAGE FOR THE VEHICLE. APPARENTLY, ONE CAN REPLACE THE DIM WITH A USED DIM, MUCH CHEAPER, BUT BECAUSE THE DIM IS A "CAR SPECIFIC" PART, ONCE THE DIM IS REPLACED THE DIM WILL NOTE THE MILEAGE OF THE VEHICLE THAT THE DIM CAME OUT OF. LATER ON THE INTERSTATE THEY FAILED AGAIN AND WE HAD TO PULL OFF AND PARK AND GET ANOTHER RIDE HOME. VOLVO CONFIRMED THAT THE CEM FAILURE IS A VERY COMMON OCCURRENCE WITH XC90S. THEY USED TO KEEP SOME OF THESE ON HAND DUE TO COMMON NEED TO REPLACE. AS WITH OTHER OWNERS, I NOW HAVE A $1200+ REPAIR TO REPLACE THIS.
