RE: FORMAL COMPLAINT–RECALL FRAUD & VIN TAMPERING SUBJECT: Falsified Recall N252494000 & 18 U.S.C. § 511 Violations VEHICLE: 2023 Chevy Silverado (VIN: [XXX] ) INCIDENT: March 7, 2026 FROM: [XXX] | [XXX] I am reporting severe Federal Recall Fraud and VIN tampering by Kunes Auto Group (WI). GM records and physical evidence prove Kunes falsified Safety Recall N252494000 (L87 Loss of Propulsion)
... and sold an illegally rebuilt wreck with mismatched VINs. 1. Falsified Recall: On 4/9/2024, Kunes logged a PicoScope Inspection marking the recall "Passed" (Trans #XX-XXX). The NHTSA remedy requires installing a 0W-40 oil cap/flush. When the engine seized on 3/7/2026, it still had the factory 0W-20 cap. Kunes billed GM for a safety remedy never performed. 2. Concealed Defects: Despite the "Closed" recall, the truck exhibited L87 defect symptoms. I brought it to Kunes three times (Oct 2025 - Feb 2026). They dismissed the warnings and released the truck as safe. 3. VIN Fraud (18 U.S.C. § 511): The 2023 truck has 2025-stamped frame/axle parts. Holz Motors (authorized GM) blacklisted it on 3/6/2026 (RO #1583470), stating in writing: "DUE TO... MISMATCHED VINS DOOR TO DASH, SALVAGED REAR AXLE... HOLZ WILL NOT BRING THIS TRUCK IN." 4. Highway Failure: On 3/7/2026, the L87 motor suffered total Loss of Propulsion at 70 MPH in traffic. The sudden loss of power steering/braking nearly caused a multi-vehicle fatality. REQUESTED ACTION: 1. Audit Kunes’s PicoScope data for the 4/9/2024 transaction. 2. Investigate remedy fraud (missing 0W-40 cap). 3. Investigate tampered/mismatched VINs and off-the-books rebuild. 4. Sanction dealer for fraudulent safety certifications. I declare under penalty of perjury these statements are true. Vehicle driving 32 miles an hour had sudden brake failure. The brakes did not work. Then, the vehicle had the following faults; ESC fault, traction and stability control fault, brake system fault, air conditioning failure (blowing hot air while 92 degrees out), lane assist fault, power steering fault. The vehicle almost slammed into traffic as it could not stop. The vehicle has 14872 miles.

The recall for the loss of signal from the tone ring in recall 66A was supposed to allow the vehicle to use the signal from the camshaft positioning sensor. This recall was completed on my truck but the loss of signal from a bad tone ring has resulted in the same condition as the original recall which is inoperability of the vehicle. This still poses a safety threat as the recall did not correct
... the issue. The manufacturer is now claiming that the recall period is expired and the tone ring failure will not be covered. the repair is $1700 and may still result in a failure of the vehicle to maintain propulsion as it did for me on Jan 30th, 2026. I have a case open with Stellantis to try and get an answer to this, but it is still a safety concern. case number 895950295Read more

0 The vehicle has a CVT transmission failure causing severe shuddering, jerking, and progressive loss of acceleration. Initially the vehicle would not exceed 20 mph, then worsened to 15 mph, then 10 mph, and now will not exceed 5 mph. The issue consistently occurs after the vehicle has been driven for more than approximately 2 minutes. There are no warning lights or alerts prior to the failure. Th
... e vehicle has completely lost power while driving and has stopped in the middle of the road with no ability to accelerate or restart the vehicle, creating an extremely dangerous situation and risk of collision. This appears to be a known and common defect with the CVT transmission on this vehicle model and year. The condition has progressively worsened and makes the vehicle unsafe to operate.Read more

On [XXX], I was involved in a serious motor vehicle collision in Arkansas while driving my Dodge Challenger. The crash was severe enough that the vehicle was declared a total loss. Despite the severity of the collision and significant front-end damage, none of the airbags deployed at any point during the crash. As a result of the collision and the failure of the airbag system to deploy, I sustain
... ed physical injuries and required approximately nine months of medical treatment and physical therapy. Based on the severity of the impact and the level of damage to the vehicle, I believe the airbags should have deployed and that their failure may indicate a defect in the airbag system or crash detection sensors. I am submitting this complaint so the incident can be investigated as a potential safety defect. I am concerned that this issue could pose a serious safety risk to other drivers if the airbag system fails to deploy in similar collisions.Read more

On February 18, 2026, my 2019 Subaru Impreza displayed an “Emergency Service” alert and sent a MySubaru app message stating that Automatic Crash Notification, SOS Call, Stolen Vehicle Locator, and Roadside Assistance may not be available. A red SOS light also illuminated, and STARLINK sent alerts to Subaru each day I first started the car, prompting repeated dealer calls. I tested the SOS butt
... on and could hear the operator clearly. On March 6, 2026, a dealer diagnosed a faulty right dash speaker (B2A06 – telematics speaker circuit malfunction). The emergency system shares this speaker, so the system warned that safety services might not work. I paid $191 for diagnostics; the estimated repair is $216.69. I pay a monthly subscription for STARLINK safety services, but the vehicle’s warnings do not clearly indicate the real issue. Other owners of 2019 and similar Subaru models report persistent STARLINK/telematics errors, red SOS lights, and repeated dealer visits, suggesting this may be a broader systemic issue. I believe the warning system should specifically identify a failed speaker or audio circuit to reduce confusion, unnecessary diagnostics, and ensure drivers understand the true status of emergency safety features. My concern is that the vehicle’s warning system may mislead drivers into believing that critical safety systems are malfunctioning, when the actual issue is a non-critical speaker failure. A more specific diagnostic message indicating an audio system fault would be more useful.Read more
