NHTSB SAFETY ISSUE ID 18V076000 INDICATED A BRAKE FLUID REPLACEMENT WOULD BE THE RESOLUTION TO THE BRAKE PROBLEM. I BELIEVE THIS IS INCORRECT. LAST YEAR I HAD THE BOX THAT CONTROLS THE ABS FLUID PRESSURE REPLACED. THIS DID NOT INCLUDE CHANGING THE ELECTRICAL CONTROL BOARD. I HAVE ALSO HAD THE FRONT MASTER CYLINDER REPLACED. EACH TIME THE FLUID WAS REPLACED AND THE WORK WAS COMPLETED BY A HARLEY
... CERTIFIED MECHANIC. UNFORTUNATELY I CONTINUE TO HAVE ISSUES WITH THE FRONT BRAKES EITHER NOT WORKING AND REQUIRING PUMPING, ABS TRIGGERING AND NOT DOING ANYTHING, AND 'SQUISHY' FRONT BRAKE LEVER. EACH OF THESE COME AND GO. AFTER SEVERAL TRIPS TO HARLEY FOR REPAIR THE EXACT CAUSE IS STILL UNKNOWN. THE BRAKES APPEAR GOOD WHEN THE POWER IS OFF. AS SOON AS I TURN THE POWER ON THERE IS A NOTICEABLE RELEASE OF PRESSURE IN THE FRONT BREAK LEVER. THIS LEADS ME TO THINK THE BRAKE PROBLEM IS RELATED TO THE ELECTRICAL CONTROL OF THE ABS.Read more

I EXPERIENCED A CATASTROPHIC BRAKE FAILURE WHILE PULLING OUT OF MY DRIVEWAY. THE REAR BRAKE PEDAL FROZE AND WOULD NOT MOVE. THE MOTORCYCLE WOULD NOT SLOW OR STOP. THIS HAPPENED AROUND MARCH OF 2017. I TOOK THE MOTORCYCLE TO GATEWAY HARLEY DAVIDSON FOR REPAIRS. THE SUGGESTED THAT BECAUSE A LACK OF MAINTENANCE THE ABS MODULE FAILED. THE REPLACED THE ABS HCU, PART 48343-09 AND I PAID FOR ALL REPAIRS.

IMMEDIATELY I WAS SCARED AND THANKFUL THAT ONE OF THOSE PIECES DIDN'T GET STUCK IN THE DRIVE CHAIN AND SPROCKET. IF IT HAD WHEN I WAS GOING DOWN THE ROAD IT WOULD HAVE LOCKED UP THE REAR WHEEL IMMEDIATELY AND I WOULD NOT BE HERE. I FINALLY WAS ABLE TO DETERMINE THE PIECES CAME OFF THE COMPENSATOR. I BEGAN SEARCHING THE INTERNET TO SEE IF THIS WAS COMMON. TO MY SURPRISE IT IS COMMON AND HARLEY DAVIDSON CORPORATE KNEW ABOUT THE FLAWED DESIGN AND DID NOT DO A RECALL OR INFORM OWNERS OF THE ISSUE. I CONTACTED SALEM HARLEY DAVIDSON AND THEY PUT ME IN TOUCH WITH HARLEY DAVIDSON CUSTOMER CARE. WHEN I TALKED TO THEM I FOUND THEY KNEW OF THE ISSUE AND CHANGED THE DESIGN IN 2012. I WAS TRYING TO GET THEM TO FIX MY BIKE BUT THEY REFUSED SAYING IT WAS OUT OF WARRANTY. GRANTED IT IS BUT THIS WAS A KNOWN ISSUE AND OWNERS SHOULD HAVE BEEN NOTIFIED. ON THE HD MESSAGE BOARDS THERE ARE MANY INSTANCES OF THE HD 103B ENGINE HAVING SERIOUS MECHANICAL BREAKAGE PROBLEMS WITH THE VALVE LIFTER / CAMSHAFT. AFTER THE HD SERVICE TECHNICIAN DID HIS COMPLETE INSPECTION OF THE VEHICLE, IT WAS DETERMINED TO HAVE A CATASTROPHIC ENGINE FAILURE DUE TO DEFECTIVE ENGINE PARTS. UPON REPLACEMENT OF THE LONG BLOCK ASSEMBLY AND ALL RELATED PARTS. I BECAME VERY NERVOUS ABOUT MY CONTINUED OWNERSHIP OF THIS MOTORCYCLE & WANTED TO TRADE UP IN SERIES TO THE NEW 2018 HD BREAKOUT. AS I WAS ON THE FREEWAY AND WE WERE SLOWING DOWN DUE TO TRAFFIC, GOING ABOUT 25/30 MPH, I APPLIED BOTH FRONT AND BACK BREAK. MY FRONT BREAK LOCKED UP AND BOTH ME AND THE BIKE WENT DOWN.
